Cooper Church Amendment
The Cooper Church Amendment was first passed by the Senate on June 30 1970. It called for ending all funding for US troops in Cambodia and Laos. The bill however did not pass the House of Representatives at the time. A revised version passed both houses in January. The new version put only limited restrictions on air operations. As part of the resolution the Tonkin Gulf Resolution was repealed as well. The amendment had very little practical effect.
